States just like federal government provide financial aid. Some of the funding comes from the federal government and some of the funding comes from the state. If you live in a given state often
you qualify for lower in-state tuition rates and state education grants.
States have residency requirements designed to prevent out-of-state students who become residents incidental to their
education from qualifying. This is not always the case as neighboring states teamed up in order to cross cover each other and provide financial aid for out of state students.
